In a significant move to enhance governance and public services, Abu Dhabi has recently issued a series of new decrees and executive council decisions. These legal updates, published in the Official Gazette on January 31, 2025, reflect the emirate’s commitment to continuous improvement in its administrative and legal frameworks.

One of the key changes comes in the form of Emiri Decree No. (1) of 2025, which amends certain provisions of Emiri Decree No. (20) of 2006. This amendment focuses on reorganizing the offices of the Ruler’s Representative in the Eastern and Western regions of Abu Dhabi. The decree expands the responsibilities of these offices, emphasizing their role in regional development and strategic planning. This move is likely aimed at strengthening local governance and ensuring that the unique needs of each region are adequately addressed.

The Executive Council of Abu Dhabi has also been active in issuing new decisions. Of particular interest is Executive Council Decision No. (1) of 2025, which pertains to the performance of folk arts in the Emirate of Abu Dhabi. This decision underscores the government’s commitment to preserving and promoting cultural heritage, recognizing the importance of traditional arts in maintaining the emirate’s cultural identity.

Another notable update is Executive Council Decision No. (7) of 2025, which concerns the appointment of the Director-General for the Affairs of the Chairman of the Executive Council’s Protocol. This appointment suggests a focus on enhancing the efficiency and effectiveness of the Executive Council’s operations at the highest levels.

In the realm of environmental protection and regulation, the Judicial Department has issued two important decisions. Decision No. (81) of 2024 grants judicial enforcement authority to certain employees of the Environment Agency – Abu Dhabi, while Decision No. (82) of 2024 renews this authority for other employees. These decisions reflect the government’s ongoing commitment to environmental conservation and the enforcement of related laws and regulations.

The Department of Municipalities and Transport has introduced new regulations governing the movement of heavy vehicles in Abu Dhabi city through Administrative Decision No. (5) of 2025. This decision is likely aimed at improving traffic flow and enhancing road safety in the emirate’s urban areas.

The Department of Economic Development has also made significant strides in business regulation. Administrative Decision No. (46) of 2024 addresses the licensing of endowment companies, while Decision No. (47) of 2024 deals with licensing branches of establishments already licensed in other emirates. These decisions are indicative of Abu Dhabi’s efforts to diversify its economy and streamline business processes.

Lastly, the Environment Agency – Abu Dhabi has issued a crucial decision through its Board of Directors. Decision No. (1) of 2025 establishes regulations for administrative penalties, including procedures for their imposition and the process for appealing against them. This decision is a significant step towards enhancing environmental compliance and governance in the emirate.
